Procedure

1. Drop 1 Oxygen Tank that was obtained from Hughes's Weird Invention (Level 35) quest before initiating this quest.
2. Search for a hole in Orbis Tower <B2>.
3. Press up to enter the hole, and talk to Hughes the Fuse.
4. Collect 20 Seal Skin.
5. Collect 20 Seal Tooth.
6. Return to Hughes the Fuse once you have collected all the items.
